What is the detailed process for applying PERM? My lawyer has told me that there is an evaluation process after recruitement process is over. This evaluation process typically takes 3-4 months. Please let me know if you know the exact step by step process.

Never heard about this in a PERM process. Seems  your attorney is trying to make it more complicated so that he can charge you multiple fee.  Good luck.

 Well ask him if there is any fees associated, if not then ask him if this evaluation process he is talking about will take care of the advertisement as well? If it does then you are good. Else change the lawyer. 
Go to http://www.avvo.com/ and look for the best rated lawyer in your area. If need be, pay the entire cost out of pocket around $7000 (or less) that includes filing fees and lawyer fees.  Male sure you talk to attorney about a package deal that starts from filing the ad to DOL to USCIS 140 and 485.
